The Employment in Europe report, published annually, presents a panorama of recent developments in European labour markets. This is the 15th edition of the report, and the first in which the acceding and accession countries have been almost fully integrated into the analysis. As in previous editions, there is a detailed statistical annex with key employment indicators, macroeconomic indicators and short-term projections. This background note highlights some of the particularly interesting findings of the report. References to charts and tables are in relation to the main text of the report.

Despite the large volume of economic literature on employment protection legislation (EPL), there remain remarkable disagreements among economists and policy-makers on the subject. Many highlight the risks associated with stringent EPL, both for labour market performance and for productivity growth. Others think that worrying about EPL is largely a waste of time, since the impact is ambiguous according to economic theory and rarely of high significance in cross-country empirical studies.

European Commission Proposes '10 Commandments' for Employment Reform

The European Commission today agreed proposals for a new, more results-oriented European Employment Strategy to help it contribute more effectively to delivering more jobs, better jobs and an inclusive labour market. The Commission sets 10 priorities for action in Member States, wherever practicable to be accompanied by targets, and makes individual recommendations to each Member State on what the focus of its reform efforts should be.

"A Model for Pension Reform in 21st Century Europe"

Today, pension spending accounts for roughly a tenth of GDP in most EU countries. Assuming no change in entitlement rules or benefits, population aging alone will raise this level by 30-50 percent over the next 3-4 decades. Concomitantly, we shall witness a sharp fall in the ratio of contributors to recipients. The real challenge we face is how to ensure that we can meet this additional financial obligation.

Taking Stock of Five Years of The European Employment Strategy

Improvements in the workings of EU labour markets have created more jobs across Europe, concludes a five-year evaluation of the European Employment Strategy (EES) adopted in summary form in a Commission Communication today. The EES was launched at the Luxembourg Jobs Summit nearly five years ago, with the aim of combatting unemployment. The evaluation looks at the performance of the labour market over the last five years and also gives some pointers to the future shape of the EES. The evaluation will provide input to the political debate on the future of the Strategy, which will lead to a proposal from the Commission for a new generation of Employment Guidelines. The evaluation has been made jointly by Member States and the Commission, using national evaluation studies as a main input.
