In the process of preparing a Directive on Services in the European Union, the European Commission has issued this Communication with its amended proposal, following the comments of the European Parliament and the Council on its earlier (2004) proposal.

The proposal addresses several issues that are of importance to employment and care of disabled people, as well as having implications for employers in the service sector. Some of the employment and disability issues raised by the proposal have been taken up in responses published by, for example, the European Network for Service Providers in Employment and Rehabilitation (ENSPER).
