The European Commission has published a Communication pointing to the future of Social Dialogue. Attracting more people to the labour market is high on the Agenda: "Through collective bargaining, social partners can help to improve labour market provisions in order to create incentives for employers to recruit the unemployed more easily and to contribute to fighting undeclared work. EU participation rates can be increased by removing the obstacles which continue to hinder the participation of women and people with disabilities in the labour market".
